The Controller's Office is responsible for accounting services 和 property management of the University 和 all its auxiliary organizations. Those auxiliary organizations consist of the Cal State L.A. Foundation, Cal State L.A. Associated 学生 Incorporated, Cal State L.A. University Student Union, Cal State L.A. University Auxiliary Services, 和 Cal State L.A. 校友 Association. These responsibilities include:
- Ensuring the integrity of fiscal data through establishment of adequate internal 控制 to safeguard the assets of the University 和 its auxiliaries.
- Identifying regulations 和 other fiscal compliance requirements that must be adhered to, 和 implementing 政策 和 程序 to ensure compliance.
- Financial 和 compliance reporting to internal 和 external customers.
- Providing guidance in fiscal matters relating to the operation of the University 和 its auxiliaries.
- Processing accounting transactions promptly 和 accurately to meet established reporting timelines.
General Accounting is responsible for collecting 和 organizing University-wide accounting transactional data to provide managerial 和 operational information to the University 和 its auxiliary organizations, the Chancellors Office 和 the State Controller’s Office. Functions include ensuring the integrity of fiscal data by establishing adequate internal 控制, overseeing financial 和 compliance reporting to numerous internal 和 external customers, 和 providing prudent financial guidance 和 management of the University’s fiscal resources. The unit is responsible for consistent application of relevant 控制, 政策, 程序, 和 state 和 federal laws.
Accounts Payable is responsible for processing 和 distributing payments of business-related services 和 expenses for the university 和 its auxiliary organizations. Functions include verifying, entering 和 processing data from all vendor invoices, 和 calculating appropriate payments to include discounts, sales 和 use taxes 和 1099 reporting. The unit is responsible for the consistent application of relevant 控制, 政策, 程序, 和 state 和 federal laws.
Billing 和 posting payments of non-student related activities for the University 和 its auxiliary organizations are among the major responsibilities of Accounts Receivable. Functions include verifying the billing document of the internal service centers, preparing 和 recording revenue or chargeback activities, collecting 和 posting cash receipts, 和 assisting the library 和 payroll departments with collecting on delinquent accounts. The unit is responsible for consistent application of relevant 控制, 政策, 程序, 和 state 和 federal laws.
Auxiliary Accounting processes payments, prepares financial statements 和 performs accounts reconciliation 和 bank reconciliation. Auxiliary accounting is one of the essential professional functions provided by the University Controller in support of the University’s overall mission. Other functions include accounts payable, accounts receivable 和 financial reporting.
Accurately accounting for 和 performing inventories of property 和 equipment in a uniform way are the responsibilities of Property Management. Functions include providing accurate accounting of the acquisitions, 控制, 转移, 和 dispositions of the property for the University 和 its auxiliary organizations Services include tagging equipment, performing inventories 和 conducting sales of surplus equipment. The unit is responsible for consistent application of relevant 控制, 政策, 程序, 和 Chancellor’s Office guidelines.
The University 和 its auxiliary organizations need to comply with existing state 和 federal tax regulations, 和 Tax Compliance Services ensures that occurs promptly 和 correctly. Functions of Tax Compliance Services include withholding 和 paying the proper amount of tax, 和 filing required tax 和 information returns of the Sales 和 Use Tax, Nonresident Alien Tax, Unrelated Business Income Tax, 和 County Possessory Interest Tax. The unit is responsible for consistent application of relevant 控制, 政策, 程序, 和 state 和 federal laws.
